Frédéric Blanc-Brude participating in OECD-Euromoney Long-Term Investment Finance Conference in Paris on 19-20 November, 2015

The third annual OECD-Euromoney Conference on long-term investment financing will focus on issues affecting long-term investment, including asset allocation concepts, regulation, governance, energy and natural resources, and brownfield and greenfield infrastructure, and will bring together senior executives representing the world’s largest institutional investors (pension funds, sovereign wealth funds and insurers), senior policy makers and regulators.

It is organised within the framework of the OECD Project on Institutional Investors and Long-term Investment. In close association with the G20, this project directly engages with end investors to overcome barriers in regulation and governance with a view to facilitating long-term investment by institutional investors.

On Thursday 19 November, 2015, Dr. Frédéric Blanc-Brude, Research Director at EDHEC Risk Institute–Asia, Singapore, will be participating as a panelist in the session on "Infrastructure Investment: Moving from Niche Investment to Mainstream".

Consistent with long-term investment principles, infrastructure assets have characteristics that can play multiple roles in the asset allocation of institutional investors. Some investors describe infrastructure as a distinct asset class. However, OECD surveys of large institutional investors indicate an overall low level of investment in infrastructure. What are the next steps, both at the policy level and at the investor level, that are necessary to move infrastructure from a niche to mainstream investment?

The session, moderated by the OECD, will examine the following questions:

  • How are large institutional investors investing in infrastructure?
  • What are the best ways in which investors can align interests with managers? What are trends in infrastructure fund management that achieve this goal?
  • What is the role of the public sector in mitigating infrastructure investment risk? What is the role of the private sector? What tools and techniques are available to mitigate risk in infrastructure investment?
  • Political risk is a major concern of investors. Infrastructure investment horizons can last up to 20 to 30 years or longer. How can governments reduce political risk over such a long investment term?
The conference will be opened by Mr. Stefan Kapferer, Deputy Secretary-General of the OECD.

Dr. Blanc-Brude is Research Director at EDHEC Risk Institute–Asia and heads the Institute’s thematic research programme on infrastructure financing and investment. Prior to joining EDHEC-Risk Institute, he worked for ten years in the infrastructure finance sector advising developers, financiers, governments, and supranationals, and being actively involved in transactions representing a cumulative value of more than USD6bn in Europe, Asia and the Middle East. Between 2008 and 2011, he headed the Chinese operations of a boutique consultancy specialised in energy and water projects. He has published his infrastructure research in academic journals, co-authored reports for supranationals such as the European Investment Bank and the World Bank as well as for the World Economic Forum and other commercial entities. He has presented his work at various academic and industry conferences. He has taught international finance at King’s College London and designed and delivered executive seminars on infrastructure finance. He holds a PhD in Finance from King’s College London, an MSc in Political Theory from the London School of Economics and Political Science, a Master in Economics from Panthéon-Sorbonne University, and is a graduate of the Paris Institute of Political Studies (Sciences Po).
